Good morning to you from
over the way. Thanks for your email, much
appreciated. Neighborhood input and feedback is
good for us all.
I am not, in any
way, proposing to "change everything" up
here, I am adamant though that we should all share
in "defining Trepanier", so that it 'develops' the
way we want it to as a whole.
Further to that end, I
have put up an online survey of sorts.

have the time, please take a look and post your
questions to Jim Edgson and/or Keith Fielding. If
you would like to see other questions on the survey
just send them along and I'll include them.
I did fill out the
survey and as you'll see, I too would like Trepanier
to retain that rural feeling. I think a minimum lot
size of 2.5 acres would maintain this priority.
Questions asked prior to
the meeting will allow for some good informed
answers at the meeting. As far as attaching dollar
values to services or projects it is a little
premature but this type of exercise will start the
process that will benefit all of us living in
Trepanier.

I don't feel we have any options. Peachland is our only and best
choice.
The RDCO is capable of handling planning issues in our area in the
short term.
The Provincial Government has given municipalities the "power" to
extend their boundaries to include fringe areas when feasible.
Trepanier should be more than feasible for Peachland from a tax
revenue source.
It seems the main concern among Trepanier residents is a rise in
taxes. I encourage everyone to read the
Peachland View article by Dave Preston: Peachland has the third
lowest taxes of nine Okanagan communities, according to a recently
released report from the Ministry of Community Services.

After the election, I am happy to
avoid joining Westbank, that is for sure! I am impartial to
Peachland or status quo personally, no particular thoughts
either way.
I am happy to see recreation type
developments in rural areas, be they B&B's RV Parks, Lodges etc,
I think there is a good fit with this type of use and if well
managed can be an asset to the local community.

I think being part of Peachland makes sense. There are a number
of issues I have and these would have to be agreed to before I would
endorse the move to Peachland. For sure it would have benefits
to each land owner in the area. Concerns about water, existing
systems and planned changes, existing water licences, fire
protection and changes to land taxes is a concern, value for the
dollar so to speak. What does it mean to the current value of our
properties? These questions and more have to be answered clearly
before change can happen.

I am undecided in
supporting Peachland to expand their boundaries, as
far as benefitting the residents I am not sure.
I do know that I (and I
think I represent quite a few of the familes up
here) since the time in which you had purchased your
land here, you have been pushing for subdividing,
water, sewer, etc. to benefit yourself.
If we wanted to live in
a subdivision, we all would have bought in a
subdivision, not out here in Paradise Valley where
we all enjoy the peace and quiet. It is bad enough
that we are having to fight off these gravel pit
issues, I would appreciate it if you would not be
giving the newspapers the impression that the
homeowners agree with your plans to "diversify"
Paradise Valley. Good luck with your venture!

Hi Pam,
Good afternoon to you. Thanks for your email and
feedback, much appreciated. For sure there are many
questions to be asked and concerns to be addressed
before any of the Trepanier residents will have a handle
on the benefits of Peachland including us within their
boundaries. Ah yes, the word 'subdivision' can sure take
on different meanings depending on how it is used. In
our case, in most instances, reference to 'subdivision'
is more in the 'legalities of land division rather than
in a certain 'style' of community.
Since my partner and I
purchased our Trepanier property (approximately 75
acres) in 2003, we subdivided the acreage into seven
parcels (of approximately 10 acres) as the existing RU2
zone permitted. So yes, we definitely subdivided and
'pushed' for that 'subdivision' as you mentioned with
the end result of seven new 10 acre properties.
In June of (2005) we applied
to the Regional District of Central Okanagan for a
zoning amendment from
RU2 (10 acre min.) to
RU6 (5 acre min.) on our property. The RU6
zoning would not increase the density as the number of
homes remains unchanged (RU2 allows 2 houses), but it
does remove the potential for
Intensive Agriculture, which allows large
scale hog operations, feed lots &
poultry farms and "limited resource
management" which accommodates gravel
pits. We felt, and still do, that five acre
parcels with single family residences would be more in
keeping with the rural feel than the alternative uses
allowed. Our requested zoning required that we be
serviced by a "community water system" which was
unavailable at the time.
As you point out in your email
"If we wanted to live in a subdivision, we all would
have bought in a subdivision". Hear! Hear! I
couldn't agree more with you on that. In order to
develop a typical "smaller lot" subdivision a sewer
system would be required. The Trepanier area will
remain semi-rural without sewer. That will be
the service that changes the valley and the
neighborhood would be heavily involved in that
decision process.
In an effort to try to put
us, the residents of Trepanier, somewhat in the drivers'
seat for the future of our neighborhood, I have been
"pushing" for a planning study of some sort. Hopefully
the outcome of the study would prove beneficial to more
than just myself. It would determine and reflect the
wishes of all involved, the wishes of any and all that
live in the Trepanier Valley. It's a very good thing to
have input into the future of our properties, no matter
where we live.
You may misunderstand. I
don't profess to "represent" anyone, and would surely
not give the newspapers, or anyone else, the impression
that the 'homeowners agree with our plans to "diversify"
Paradise Valley'. I believe that was very clearly
stated. Just my opinions. Nothing more.
I reread the articles and
I do say that "I have received only a few responses
from neighbors so far, but generally they have all shown
a willingness to look at joining Peachland". That's
a fact.
I am hoping the website has
provided and will continue to provide the community a
chance to express their concerns and to read others
opinions. It is a good source of information for all
things related to our situation. The website is the
vehicle needed to keep neighborhood issues out in the
open. Transparent. Simply an online forum, so to speak,
to participate in or not. Not a bad thing for a
community to have access to - the ability to state our
opinions, hopes, goals and dreams for our beautiful area
and for the future of our homes and properties. For our
future.

You can see for yourself
that there are some "home owners" that would like to see
1 hectare lots (2.4711 acres)as the minimum size.
This
would maintain the rural lifestyle you, I and others are
after. This zoning however requires a community water
system. Other comments refer to "needing to resolve
water issues". Peachland could provide us with this
service and solution.
That 'peace and quiet' you mention is definitely at
the top of our 'why we live here' list as well.
But, alas, if we are all enjoying "peace and quiet"
why are we concerned with noise issues and having to
fight off these gravel pit operations? At this point
just part of our neighborhood trials and
tribulations and yet another perfect reason why we
should all be working towards ensuring the very best
of the best for our special little corner of the
Okanagan.

We were removed from ALR in 1996 due to this reason. We also
approached RDCO for Community Plan 6yrs ago, but they didn't have
any money for our area. We were told, "we were on our own". Is this

Would just as soon stay with the Regional District, certainly not
the Westside District Munic. who have enough problems. Peachland
would be the second choice. Generally we are happy with the
services we get and we were completely AWARE of those things we
don't have or pay for, such as sewer or fire protection (unlike a
number of property owners, who want the rural life but didn't
understand or research the deficiencies)The existing land use
contract is not holding us back from anything we want to do, only
the Reg. Dist. rule of a secondary family home on less than 10
acres, which we hope to get a variance on. We would not be opposed
to having the Reg. Dist. allow subdivisions to smaller plots, no
smaller than 2.5 acres to maintain the rural feeling.

We are not the least bit interested
in joining Peachland.
We do not like the way the town is catered towards only a
certain group of people who want full control of every little
thing in the town. It is not geared towards families or the
youth and is becoming a very expensive little town. We would
much rather be governed by the Westside then Peachland.
I am not interested in gravel pits
or RV parks in my neighborhood either. That land was bought to
be subdivided into lots that did not sell. Now an RV park that
will not fly without a community plan in place? so try and turn
us over to Peachland? Not impressed. It is one thing to
purchase property in a place to live there and enjoy it and
another to come in and turn the neighborhood upside down and
change everyone's life.

In response to your recent email we have reviewed the residents
comments, providing the pros and cons of joining Peachland. As we
see it, we could never subdivide as we are less than a hectare with
a large covenant. In other words, a Planning Study for land use
would not be of any use to us. To join Peachland would mean eventual
sky-rocketing taxes for the support of sewer installation, water,
fire, etc., which we personally could not afford.
I am sure that an Impact Study would show a potential for increase in
traffic, crime, etc., not to mention what it would do to our wild
life and also to the quality and quantity of the water in Trepanier
Creek.
We love our Trepanier rural area and wish to leave it as is, a farm
and agricultural area.

Hello George and Joan,
Thanks so much for your input. The Trepanier area is sprinkled with
smaller lots (1 to 2.5 acres) so I appreciate a land use study would
not help in subdividing your property.
I too would like Trepanier to remain semi-rural with mixed land uses
that compliment the area. The smallest lot permitted at this time,
without a community water system is ten acres.
A community water system would allow for lots of 2.5 acres. This
size of lot seems to be the choice of a number of property owners as
is evident on our "comments" page. This type of zoning would help to
maintain the semi-rural aspect of the community.
In order to develop a typical "smaller lot" subdivision a sewer
system would be required. The Trepanier area will remain semi-rural
without sewer. That will be the service that changes the valley and
the neighborhood would be heavily involved in that decision process.
I don't see that happening in the foreseeable future.
Many concerns such as the ones you pose are yet to be answered by
Peachland and over the next few months they will be addressed.

Hi Sheryl,
No...our application is for an upscale "seasonal tourist resort".
Strictly Recreation Vehicles. We are not wanting a trailer park with
permanent residents by any means. That would require a totally
different development application and fully serviced property (both
community water and sewer).
You can rest assured we want only a high quality RV Park for tourist
use only.
As far as joining Peachland, that is a separate issue.
